We need to be careful about Rebar placement on the Concrete (any structural members) at the construction site. Position of Reinforcement is based on flexural stress (bending Stress) or bending moment diagram.
Why the main rod placed top at the cantilever beam?
If the bending moment diagram is positive, the steel (main rod ) should be placed bottom & bending moment diagram negative, then steel ( main rod) should be placed top
FOR EXAMPLE
Cantilever beam bending moment diagram negative, so the main rod is placed at top layer of beam
The placement of the rebar depends on tension/bending along the direction.
For example,
In Spread footing, more tension developed in the longer direction when compared with the shorter direction. So longer rebar will be placed nearest to the tension face. (indicated in the diagram by red colour)
Why the main rod placed bottom in one way?
In a one-way slab short direction, the main reinforcement is placed at the bottom, because of one-way load distribution along a short direction that creates flexural tension
In the Retaining wall foundation, a short direction bar will be placed at the bottom because its cantilever arm feels governing tension/bending in the short direction.

The reinforcement should be placed near the tension face. or refer bending moment diagram and place the reinforcement as explained in the case of the cantilever beam
